Notes
MoF 'Outstanding Central Government Debt (as at end of year)', Rs mn. OVERLAP RULE: disagrees with the held LK.DEBT.GOVT.DOMESTIC_DEBT_B_TOTAL.A by ~1.7-2.5% every shared year (2013-2017) - not rounding, and this file's span lies entirely inside the held series' (1990-2025), so it loads as a MIRROR rather than canonical, per docs/conventions.md. See check_mof_debt_2013_2017_mirror().

Source discrepancies

What the warehouse found when it checked this series: the same figure from two agencies, splice overlaps, published rates against ones recalculated from the index, and outliers.

  • Disagrees with itself

This series reads 5; the same figure from the other source reads 0.

    Two agencies: 5 and 0, difference 2.443.

MoF outstanding domestic debt vs held DEBT.GOVT.DOMESTIC_DEBT_B_TOTAL.A: 0/5 years agree within 1%, worst 2.44% - gap is near-constant (~Rs 95,963mn) for 2013-2015 before narrowing in 2016-2017, consistent with a fixed compositional/measurement-basis difference rather than independent period-by-period noise

MoF's own 'Outstanding Central Government Debt' workbook total vs the held (CBSL-republished) DOMESTIC_DEBT_B_TOTAL: near-constant ~Rs 95,963mn gap for 2013-2015 (95,962.95/95,962.95/95,963.0, essentially identical), narrowing to 91,566 (2016) and 69,788 (2017) - consistent with a fixed compositional/measurement-basis difference (both sides ultimately MoF-compiled, republished through two different channels), but the MoF workbook's single 'Total Domestic Debt' row gives no further breakdown to identify the specific instrument responsible or which side is correct.
